The DevSecOps Maturity Model: Where Does Your Org Stand?

If the last two years taught security teams anything, it’s this: speed without resilience is expensive.

In 2022, most organizations are living in a contradiction. Delivery pressure keeps climbing—faster releases, more microservices, tighter margins—while post-Log4Shell supply chain risk is impossible to ignore. Boards want proof, customers want assurance, and engineers want guardrails that don’t kill velocity.

That tension is exactly where DevSecOps maturity matters.

Maturity isn’t about buying more scanners. It’s about whether your controls repeatedly produce better outcomes: fewer escaped vulnerabilities, faster remediation, lower rework, and more confidence at release time.

Below is a practical model to benchmark where you are and decide what to improve next.

Why maturity models are useful (and where they fail)

Most models fail because they become checkbox theater. Teams answer “yes” to policy questions and still ship fragile systems.

A useful model does three things:

  1. Measures behavior, not intentions
  2. Connects security actions to delivery outcomes
  3. Prioritizes the next few improvements, not the next 200

Think of this as an operating model for security in engineering, not a compliance worksheet.

The five stages of DevSecOps maturity

Stage 1: Reactive

  • Teams mute controls to keep deployments moving
  • Security and engineering disagree on severity

Risk profile: Medium-high. Better detection, weak prioritization.

Primary goal: Improve signal quality and create sustainable remediation workflows.

Stage 3: Integrated

What it looks like:
  • Security requirements show up in planning and design
  • Policy-as-code enforces key guardrails
  • Findings route into engineering tools with owners
  • SLAs exist by severity and exposure
Common symptoms:
  • Teams can answer, “Who owns this risk and by when?”
  • Exceptions are time-bound and documented
  • Vulnerability aging trends improve quarter over quarter

Risk profile: Medium. Controls prevent repeat issue classes.

Primary goal: Shift from findings management to risk-informed engineering decisions.

Stage 4: Measured

What it looks like:
  • Metrics tie security to delivery and business outcomes
  • Threat modeling is right-sized by architecture risk
  • SBOM and dependency hygiene are operationalized
  • Incident learnings quickly feed backlog and platform controls
Common symptoms:
  • Teams quantify security debt and burn-down progress
  • MTTR is segmented by criticality and system tier
  • Executives get consistent exposure and effectiveness reporting

Risk profile: Medium-low. Risk is visible and decisions are data-informed.

Primary goal: Scale resilience across teams and platforms.

Stage 5: Adaptive

What it looks like:
  • Security is a product capability, not an external gate
  • Platform engineering provides secure defaults
  • Runtime telemetry integrates with SDLC controls
  • Governance is dynamic, risk-based, automation-first
Common symptoms:
  • New teams inherit secure delivery patterns by default
  • Coverage expands without linear headcount growth
  • Security work is forecasted in normal product planning

Risk profile: Lower and more predictable.

Primary goal: Sustain learning loops and avoid regression.

A practical way to assess your current stage

Skip long workshops. Start with a 60–90 minute assessment across six domains. Score each domain 1–5 using observed evidence.

1) Code and pipeline controls

  • Are SAST/SCA/secret scans mandatory on PR or merge?
  • Are policy gates enforced consistently across repos?
  • Is false-positive handling documented and owned?

2) Dependency and supply chain security

  • Can you generate and review SBOMs for critical services?
  • Are vulnerable dependencies prioritized by exploitability and exposure?
  • Do you control package trust and provenance?

3) Cloud and infrastructure as code

  • Are IaC templates scanned pre-merge?
  • Are baseline misconfigurations prevented by default?
  • Are high-risk exceptions visible, approved, and time-limited?

4) Runtime detection and response

  • Do you collect meaningful runtime telemetry?
  • Are detection rules mapped to likely attack paths?
  • Do incidents feed back into engineering controls?

5) Governance and accountability

  • Is risk ownership explicit at service/team level?
  • Are remediation SLAs realistic and enforced?
  • Is exception debt tracked like technical debt?

6) Culture and enablement

  • Do teams get secure coding guidance in context?
  • Are security champions active and supported?
  • Is security involved early in architecture decisions?

Interpreting your score

  • 1.0–1.9: Mostly Reactive
  • 2.0–2.9: Tool-Driven with islands of integration
  • 3.0–3.9: Integrated and improving
  • 4.0–4.5: Measured and scalable
  • 4.6–5.0: Adaptive and resilient

Your average matters less than your weakest critical domain.

2022 priorities: where to invest next

In the post-Log4j moment, many teams overcorrect by adding point tools. Better move: targeted operational maturity.

Focus on three outcomes:

  1. Dependency risk is manageable, not mysterious
Maintain inventory, prioritize by exploitability, and define patch playbooks before the next critical advisory.

  1. Remediation is routine, not heroic
Tie findings to team backlogs with owners, SLAs, and exception aging.

  1. Security decisions are explicit trade-offs
Make risk acceptance visible, time-box exceptions, and base release decisions on exposure and context.

Common anti-patterns to avoid

  • Tool sprawl without operating discipline: more dashboards, same outcomes
  • Policy by PDF: requirements exist but are not executable in pipelines
  • Centralized bottlenecks: one team asked to approve everything
  • Metric theater: reporting finding volume instead of risk and rework reduction
  • Transformation as a one-time project: maturity requires continuous iteration

A lightweight 30-day improvement plan

Week 1: Baseline reality
  • Score the six domains
  • Identify top 10 risks by business impact + exploitability
  • Confirm ownership
Week 2: Reduce noise, improve signal
  • Tune scan baselines for your stack
  • Define severity thresholds tied to action
  • Remove duplicate/unactionable alerts
Week 3: Harden workflow
  • Route findings into engineering workflows with SLA fields
  • Set an exception process (owner, expiry, approval)
  • Add two policy-as-code checks for frequent high-risk issues
Week 4: Measure and report
  • Track vulnerability aging and MTTR by severity
  • Review exception debt and expired waivers
  • Publish a one-page maturity snapshot for leaders and teams

By day 30, you won’t be fully mature—but you’ll be less chaotic and more predictable.

Final thought

The organizations that win this decade won’t be those with the most tools. They’ll be the ones that can ship safely and repeatedly under pressure.

Start with an honest baseline, make a few high-leverage changes, and follow through consistently. Quiet progress compounds faster than big security declarations.
